The White House budget proposal is typically issued in February, which would be at least two weeks after President Trump is scheduled to depart the White House. He lost the Nov. 3 election to former vice president Joe Biden, who is set to be sworn in on Jan. 20, though Trump has refused to accept the results.

The decision to proceed with Trump’s budget for the 2022 fiscal year has rankled and surprised several career staffers given Biden’s victory, as well as the fact that the incoming Biden administration is expected to submit its budget plan to Congress early next year.

The insistence on budget planning, even though Trump won’t be in office to offer a budget in February, is part of a recent pattern of behavior from White House officials and senior political appointees who have sought to reject the election results.

On Monday, the Trump White House also instructed senior government officials to not cooperate with Biden’s transition team, igniting a potential legal battle.

Asked if the fiscal 2022 budget process was proceeding as planned, a spokesperson for the White House budget office said, “Of course.”

Office of Management and Budget Director Russ Vought is widely viewed by administration officials as hostile to a transition, one White House official said. Vought, a former official at the conservative Heritage Foundation, has cemented his reputation as one of the cabinet officials most loyal to Trump since largely taking over the budget office in 2018.

The annual budget proposal is a massive White House undertaking that articulates the administration’s proposals for spending and taxes. Though many of the proposals are later discarded by Congress, it serves as an important marker to kick off fiscal negotiations. These budgets involve input from every federal agency and are often released with a media blitz and congressional hearings in February. The budget proposal under development by the Trump administration would be for spending that runs from Oct. 1, 2021, through Sept. 30, 2022, a period well after Trump leaves office.

Two administration officials involved in the new budget process said it was highly unusual for the White House not to adjust its budget planning based on the results of an election.

“They’re pretending nothing happened,” one of the officials said. “We’re all supposed to pretend this is normal, and do all this work, while we know we’re just going to have to throw it away.”

The person spoke on the condition of anonymity to describe the internal planning.

The White House budget proposal has been largely a symbolic document, particularly under Trump. Democratic and Republican lawmakers in Congress have often ignored the administration’s policy priorities in favor of their own.

Chantel Boyens, a former senior Office of Management and Budget official under the George W. Bush and Obama administrations, said it is common for outgoing administrations to work on aspects of the budget after losing an election. But, Boyens said, normally that work changes dramatically as White House officials recognize that the policy priorities for their budgets will not materialize.

“The preparations going on now are not surprising given the administration’s position on the outcome of the election,” said Boyens, now a policy associate at the Urban Institute, a nonpartisan think tank. “At the point at which you know the outcome of the election, it would not make sense to continue formulating policy recommendations for a new budget to be put out by the outgoing administration.”

I’m very, very glad at this point that Biden was the Democratic candidate, despite him not being my first choice. Since Trump isn’t accepting the results, the State Department can’t coordinate with Biden and his team. Luckily Biden is well known by many world leaders so they’ve been calling him directly, since the normal channels of communication are still closed and the usual messages from other leaders are just being held by the state dept instead of passed along to the transition team as they are supposed to be.

I think it would have been much more difficult for almost anyone else - I think having been the most recent Vice President is likely to be very important for getting around and past all Trump’s obstruction attempts.

Trump is attempting to delegitimization Biden’s presidency and prevent Biden’s team from making any forward progression.

Basically Trump is an petulant asshole with the coping mechanisms and toolbox of a 7 YO boy. [No disrespect to any young child who is learning to navigate the planet.] Does he not realize that aside from those in his brainwashed cult, the rest of the world is laughing at him and his behaviors?

I saw photos of the lawn at the White House being torn up without any explanation. Anyone have info?  It seems like just another assinin move by Trump but why?

Because he can. I’m not even being sarcastic. From now until he’s evicted on Jan 20th he’s going to destroy as much as he possibly can in  order to prove he has the power to do so. He’s completely unhinged at this point and no one around him will stop him. His tantrum will last for the rest of his miserable, pitiful life it just won’t be on, in or around the white house come 1/20.

I thought maybe he was digging a moat.  He did suggest adding that to the border wall and filling it with snakes and alligators.

I'm sure digging up the lawn has no real purpose besides being vengeful, but i was hoping there MIGHT be a legitimate reason. But it is Trump.???

Do they tear up all the sod to irrigate the lawn?  And with a trench? That's as crazy as the Rose Garden "improvements".

Just to add to the 2020 cool things - our furnace died today and will have to be replaced. But not until Thursday!  Going to be into the 30s tonight and only 50s tomorrow. There's only a couple months of 2020 left, but I'm not sure we will make it. Especially with all Trump's stupidity!

Yes? I don't know, but I do know that the NPS (that's the National Park Service) is in charge of groundskeeping at the White House  and they are a fairly neutral organization. And 

The Rose Garden improvements honestly just bring it back to the original design by JFK. I hate to defend these people. But the "new" rose garden is pretty similar to the design that the guy hired by JFK created. it's also not like they are literally the same rose bushes that were planted by the Kennedy administration, they just don't live that long. Trump does enough stupid/wrong/weird things, why make up stuff?

Trump is incredibly dangerous right now, and is being enabled to make all the moves to start another civil war by his trumplican cronies, who are just as desperate as he is to keep hold of their power.

Trump will set the world on fire if he gets the chance. All this legal posturing is meant to distract from what he’s really planning.

I’ve been saying this for months now, but I really hope the Dems are in contact with the military themselves. Because it looks like this will only be resolved by military intervention.

Everything depends on which side the military chooses to be on.

I am hopeful that they have had enough of Trump’s capricious antics that are constantly endangering America and American soldiers. That they are angered by his “suckers and losers” comment, and his ignoring of the bounty on American soldiers heads. That they are infuriated at his disqualification of their votes.

Trump may think that the military has a blind “Befehl ist Befehl” attitude, but he’s going to be in for one hell of a surprise when he finds out he’s dealing with people, not toy soldiers.

Regardless, things could get real ugly before this gets resolved. I hope that it’s done quickly and decisively without too much bloodshed.

I am seriously back into anxiety mode. It did not help that CNN's banner under its guest panel today was "Alarm Grows over Trump's Dictator Moves."  And seeing Tweets referencing coup d'etat. I wish I lived in a state with edibles. I'm alarmed.

I am moving back into anxiety mode too. Some part of me always hoped Trump would throw a massive tantrum and then shuffle off to golf for the rest of the time, but it seems like he is really digging in his heels and going to do anything and everything to remain in power. At this point I kind of expect for him to have his own inauguration to declare himself president.
