Utah Abortion Doctor Charged With Murder?

I came across this article, but admittedly I don't really understand it. It seems dedicated to smearing Nicola Riley's character rather than detailing the story. I thought others here might be interested and be able to shed some light on this case.

This case is getting lots of press around DC. Basically, they're accusing a couple of late-term abortion doctors(Steven Chase Brigham is the other one) of coming into Maryland and performing abortions on fetuses that are far enough along to be viable. From what I understand, MD law bans the termination of a viable fetus.
