Why does "tool" accompany every mention of Doug Phillips?

Is it an unwritten rule that you must include the word "tool" with any mention of Doug Phillips's name? I didn't read any of the Doug Phillips or VF threads, but every time someone mentions him somewhere else they seem to have a strange compulsion to add that he is a tool. Why?

I'll let Twin2 answer this one. The Doug Phillips is a Tool campaign was her idea.
