I suspect he won't try it - too much to lose.  If he lets his negative PR get to the point where it denies him a chance in 2020 then he loses four more years during which he might be able to get what he wants.  What I expect is a "compromise" intended to solve the "problem" some other way.  When it doesn't work, which will be anticipated from the start, Trump will say told you so and start pushing for the Wall again.
