The police can and do look up license plates all the time for free. Frankly so can I via access I have through work. (no I haven’t looked up this plate nor will I. The tech I have access to is not something I play with for fun.) 

ETA I don’t mean this to sound harsh as it might have. It’s been a long day and I’m generally better at putting words together than this.
