I grew up in a farm house built sometime around 1880 with parental units who resisted putting in an AC for years.  So I know what it's like to not be able to sleep cause of how fornicating hot it was in the house, even with fans going full blast.  Around 2000 mom finally broke down and got a window unit for the living room.  Then about 15 years ago they put a geothermal system in so we have climate control in the house now.  I have to use a window unit in my room cause the way the system was designed I don't get as much cool air so I need the window unit to keep up.  The duct work all had to be run up to the 2nd floor and they didn't put enough thought into the design.  In the winter I have to use a space heater to keep my room warm because the heat doesn't work as well for much the same reasons.  I didn't want to move across the hall into the other room which is why I use the window unit and space heater.

And of course my parents are the kind who have the thermostat turned up to the high 70s most times.  My sister in law mentioned one day her kids looked warm over at my parents house and she was grumbling when she found out the thermostat was at 76 degrees.  I turned it down to 74 while the girls were there but I honestly didn't think it was overly warm in the house either at 76.  At my brother and sister in law's house it's usually set around 70.  My mom is the one who is cold anywhere there is air conditioning.  It can be 1000 degrees outside and if we go somewhere with an AC she's taking a sweater because it'll be too cold for her.

I have a close friend who lives in a concrete block house here in Colorado. I've been trying to convince her to, at least, get a contractor out to bid on retrofitting her house with air conditioning. As she gets older, she is suffering from summer heat worse each year. When she first moved to that house, over twenty years ago, overnight lows would cool down the house enough that there would only be a few hours a day that were overly warm. 

We lived in the foothills for 25 years without air conditioning, though we had a nice selection of fans. In our first fifteen years, it would be rare that there would be a summer with more than a handful of days when I would start fantasizing about air conditioning. Our current house has central air, and also has ceiling fans in the main rooms. With the ceiling fans, it is comfortable set at 76 in the summers. It is much hotter here than we lived in the foothills, not to mention global climate change. To assuage our guilt about air conditioning, we also have solar panels on our house, so we use very little electricity from the grid.

Does your mother ever ask your dad to get ice cream in the summer, but then wants him to turn the car heater on  because the ice cream made her cold? If so, we might be long-lost cousins!

Not that I know of.  I have been in vehicles with her on road trips where she was sitting in back and I was up front and I reached up to turn on the air conditioner and immediately get informed of the need to turn it off since she is cold.
