n California, for settlement of minor's claims, it must go through the process of being approved by the Court. Generally speaking, for amounts that are over say $5,000, the court orders the money placed in a blocked account, only available for withdrawal when the minor turns 18, unless by further court order. If the settlement is fairly substantial, then often there might be some money put in trust while the rest is put into an annuity. Again, parents don't have access to that money unless they petition the Court. (It's not easy to get the Court to allow withdrawal of that money either. It can't be just because "we need money for groceries your Honor").

Is that because of the Coogan Law, which was instituted to protect the earnings of child actors?

I didn't make it through the whole video the first time, but I watched it again and GOD DAMN IT I can't stand it when doctors are poking at people in emergency rooms on camera. I can't watch it.

I nearly cried for the poor boy. I couldn't watch, his lip looked so fucked up and it made me sick.

Michelle is insane. I can understand a mother wanting to be calm, but holy shit. Why did she just pull her phone out and start filming him? Why didn't she do anything actually motherly and comfort him?

No, the Coogan law deals with child actors. The poster is talking about bodily injury settlements of minors in CA.
