Pre-Teen Mothers in Paraguay Have Become an Epidemic

This BBC report is from 2015, but I doubt that the situation has changed in two years:

It states that two girls under fourteen give birth in Paraguay every day. Hardly any of the girls profiled in the report are properly in their teens, and they usually became pregnant through abuse by a family member. Abortion is illegal due to Catholic influence, but the bigger issue appears to be widespread acceptance of family abuse combined with ignorance about sex. It's postulated that Paraguay's military dictatorship normalized the sexual abuse of very young girls. After listening to this, I want to research NGOs that are dealing with these issues, a sort of anti-SOS if you will.
