Similarly, the previous thread mentioned that her husband had taken money from her when she had managed to find some money for food for the kids. So I also have reservations about sending her money.

Starvation is physical abuse. It is bizarre to me that a shelter would not take her in.

In my experience it's due to a lack of resources. When I worked in a DV shelter, we had very few beds, so we only took women who were in immediate physical danger, i.e. would be beaten if they stayed in their home. It's unfortunate, but this kind of rationing is what happens when social services are so ignored and discounted.

She might not know what to say, either. If she doesn't think it's abuse, if she doesn't feel endangered or that her kids are actually endangered, she may come off as not as needy as she is.
