The choice of whether or not to send her away has a lot to do with her maturity level, personality, and relationships with her family and the community. Maybe getting away from the entire situation into a new community is best—she can "reset" with all of the pressure off and not having to be reminded of the bullying when she steps outside the house and runs into someone that was involved with it. If her relationship with her family is strong enough, long-distance communication and support can manage just fine.

So sending her away to school isn't a huge red flag for me, but the rest of the web site does seem suspicious for reasons others have noted.
